<p><P>PROBLEM TO BE SOLVED: To provide a technique for realizing an environment comfortably providing a service to a user every time while improving utilization efficiency of resources. <P>SOLUTION: Respective servers 11 and 12 are connected to respective terminal devices 71 by first and second communication networks having L3 switches 41 and 42, respectively and services are provided by using the respectively assigned communication networks. Both of the servers 11 and 12 can provide a service provided by the other. By this, when there is a fault in one of the servers 11 and 12, the other substitutes provision of the service.
