PROBLEM TO BE SOLVED: To provide a mesh point region discrimination apparatus capable of improving discrimination accuracy of an isolated point and furthermore carrying out mesh point region discrimination with high accuracy when an input image is a color image. SOLUTION: The mesh point region discrimination apparatus includes: isolation point discrimination means 21R, 21G, 21B for applying isolation point discrimination to each of planes of at least two configuration colors among a plurality of configuration colors RGB of a received color image; count means 22R, 22G, 22B for counting the number of isolation points discriminated by the isolation point discrimination means in a mesh point discrimination region by each plane; and a mesh point region discrimination means 23 for discriminating whether or not the mesh point discrimination object region of the input image is a mesh point region on the basis of the count values by each plane.
