PROBLEM TO BE SOLVED: To provide a injection hole plate increasing atomization effect of spray. SOLUTION: Hole axes 31a, 31b, 31c of injection holes 30a, 30b, 30c are inclined to separate more as it goes from an inlet side to an outlet side in relation to a center axis 4 of the injection hole plate 1 extending in a plate thickness direction. Cross sections of the injection holes 30a, 30b, 30c are formed in a flat shape having major axes 32a, 32b, 32c in the separation direction. In the injection holes 30a, 30b, 30c, the smaller inclined angleθa,θb,θc of inner wall parts 34a, 34b, 34c in a side near a center axis the injection hole has, the larger oblateness of a cross section the hole has.
