PROBLEM TO BE SOLVED: To provide a method for stably manufacturing in a short time a rare earth-activated barium fluoride halide phosphor precursor having a small variation in the particle size, the phosphor precursor, the phosphor, and a radiation image-converting panel. SOLUTION: The manufacturing method of the rare earth-activated barium fluoride halide phosphor precursor comprises a step for preparing a reaction mother liquor by dissolving a barium compound, a halide other than fluorides, a rare earth compound, and, as occasion demands, an alkaline earth metal compound in an aqueous medium, a step for adding and dispersing a seed crystal particle of a barium fluoride halide in the reaction mother liquor, a step for adding barium fluoride to the reaction mother liquor to prepare a reaction solution and forming and precipitating the rare earth-activated barium fluoride halide phosphor precursor in the reaction solution, and a step for separating the phosphor precursor from the reaction solution.
