PROBLEM TO BE SOLVED: To provide a hydrogen producing apparatus in which hydrogen purification towers are reasonably cooled by making efficient use of properties of off-gas generated in a cleaning step and adsorption of impurities on an adsorbent can be performed as desired even in the summer period with a high outside air temperature. SOLUTION: The hydrogen producing apparatus comprises the hydrogen purification towers 1a-1c which house the adsorbent and off-gas tanks 2a-2c which store off-gas, and performs an adsorption step of adsorbing impurities in hydrogen-rich gas on the adsorbent under pressure in the hydrogen purification towers 1a-1c to produce high purity hydrogen and the cleaning step of removing the impurities adsorbed on the adsorbent under reduced pressure, wherein off-gas generated in the cleaning step is stored in the off-gas storage tanks 2a-2c. The hydrogen producing apparatus is configured such that the off-gas storage spaces 3a-3c of the off-gas tanks 2a-2c have contact with peripheral portions of the hydrogen purification towers 1a-1c.
