PROBLEM TO BE SOLVED: To provide an ink jet coater capable of forming a coating shape of the ink to a uniform shape and suppressing fluctuation in light emission by coating a substrate with the ink in the state that a contact angle of the ink relative to the substrate is large. SOLUTION: A surface modifying means 30 movably provided interlocked with an ink coating head 15 and giving a polarity to a surface of the substrate is provided. The surface modifying means is provided with at least first electrodes 31a, 31b arranged at a side of the ink coating head; a second electrode 32 placed with the substrate 9; and a power source for applying a voltage to the first and second electrodes. An oxidative gas is fed between the first and second electrodes and a constant voltage is applied to the first and second electrodes to generate glow discharge between the electrodes.
