PROBLEM TO BE SOLVED: To reduce an amount of data transmission while determining occurrence of disasters in monitored areas accurately and to achieve labor saving in concentrated monitoring of a plurality of monitored areas. SOLUTION: A monitoring equipment 400 is provided with a transmitting and receiving part 424 which receives from a monitoring center 200 disaster state confirmation instructions to confirm the disaster state in its monitored area, an image analysis part 421 which obtains the image difference value of a pickup image acquired from an image pickup equipment 101 and a reference image 441, an abnormality determination part 422 which determines that the monitored area suffers when the image difference value is more than a predetermined first threshold when the monitoring equipment receives disaster state confirmation instructions, and abnormality alarm reporting part 423 which reports to the monitoring center 200 disaster alarm indicating that suffering occurs when the equipment determines that suffering occurs in the monitored area. The transmitting and receiving part 424 transmits the pickup image to the monitoring center 200 when the equipment determines that suffering occurs in the monitored area.
