PROBLEM TO BE SOLVED: To estimate a scene (landscape and scenery) visible from a moving body, according to a movement thereof, and to utilize the estimation result. SOLUTION: An imaging camera that is an imaging camera 150 mounted on the moving body is disposed at a scene image extracting unit 110 of a scene-estimating device 100. The extracting unit transfers a filter complementary merge image obtained by weighting an image area in which the scene within the photographed image to a scene estimating unit 120. The estimating unit estimates the scene, imaged in the photographed image from the merge image to output the estimation result.
