PROBLEM TO BE SOLVED: To easily and appropriately set parameters such as the volume, pressure, gas flow rate, or the like of a reaction vessel in any type so that light emission is certainly finished in the reaction vessel even when ozone-containing gas having unstable ozone concentration is used. SOLUTION: Only ozone concentration is changed in a steady state, an ozone concentration/luminescent reaction characteristic showing the relation between the variation in ozone concentration and the variation in chemi-luminescent reaction is obtained from the variation in light intensity to the change. Based on the ozone concentration/luminescent reaction characteristic, parameter relation determining a reaction vessel average passage period of sample gas is set so that the luminescent reaction occurs substantially only in the reaction vessel even when the ozone concentration of ozone-containing gas varies within a predetermined range.
