PROBLEM TO BE SOLVED: To provide a sound insulating wall which is formed on a front surface of a retaining wall and above the retaining wall through simple working steps. SOLUTION: In construction of the sound insulating wall, a support 3 is mounted on the retaining wall by using an anchor 5 for mounting a sound absorbing panel 1, in a front surface 4 of the retaining wall Y, and therefore provision of another new anchor on an upper surface of the retaining wall Y is dispensed with, which enables arrangement of the sound insulating wall on the front surface 4 of the retaining wall Y and in a space over an upper bed of the retaining wall Y. Further the support 3 is mounted by removing the anchor of the sound absorbing panel 1, and therefore the sound insulating wall can be easily heaped up on an existing sound insulating wall.
