PROBLEM TO BE SOLVED: To provide a soil improving method injecting a chemical solution in a simple double packer system. SOLUTION: A boring pipe 1 provided with a boring bit 2 is inserted in the pressurized ground G to inject the chemical solution in the double packer system. The tip part of the boring bit 2 is closed up and provided with an injection nozzle with a check valve. The boring pipe 1 inserted in the ground G is not pulled out, but an injection inner pipe 21 equipped with a double packer 22 using the boring pipe 1 as an injection outer pipe is inserted in the boring pipe 1 to inject the chemical solution.
