PROBLEM TO BE SOLVED: To provide an apparatus by which the volume of surplus sludge generated in a biological treatment is reduced by solubilizing treatment (hydrothermal treatment), and the obtained solubilized liquid is efficiently and stably subjected to catalytic wet-oxidizing treatment, and a treating method using the apparatus. SOLUTION: This treating apparatus of sludge has a solubilizing column 1 solubilizing sludge, having a mechanism 2 drawing out insoluble components without substantially lowering the pressure of the column, and the treating method of sludge uses the sludge treating apparatus.
