<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which is adaptable to various user's demands and is excellent in convenience and cost performance, and to provide an image forming method. <P>SOLUTION: Identification information for discriminating between a developing device which regards image quality as important and a developing device which regards economic efficiency as important is attached to the developing device. An apparatus body side selects and performs an operation mode based on the identification information read from the developing device.
