PROBLEM TO BE SOLVED: To provide an image blurring correcting apparatus capable of performing a panning/tilting judgement so that the image blurring correction effects may become uniform, irrespective of the focal distance of an optical system, regarding the image blurring correcting apparatus which changes the image blurring correction situation (stops the image blurring correction operation) when it is judged that the panning/tilting operation is performed by a camera (optical system). SOLUTION: The image blurring correction amount for correcting the image blurring by a vibration preventing lens 28 is calculated by a CPU 20, based on an angular velocity signal obtained from an angular velocity sensor 10, and also, whether or not the panning/tilting operation is performed, that is, the panning/tilting judgement is performed.
