PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device for suppressing the overshoot of a starting voltage, and to provide a luminaire in which the discharge lamp lighting device is arranged. SOLUTION: The discharge lamp lighting device 1 has a control circuit 7. In the control circuit 7, when the starting voltage is applied, the voltage across both the ends of a discharge lamp 5 in the specific phase of a switch element FET3 is inputted from a lamp voltage detection circuit 6, the on/off frequency of switching elements FET2, FET3 is controlled so that the inputted voltage across both the ends of the discharge lamp 5 is close to a target value at each fixed time set within a time range of one to six times larger than an inverse (1/f<SB>0</SB>) of a resonance frequency f<SB>0</SB>of a resonance circuit 4.
