PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device and a luminaire which prevents the phase advancing operation due to the output rise of the discharge lamp. SOLUTION: The lighting device comprises a DC source 13, a switching circuit 14 having a pair of switching elements mutually connected between outputs of the DC source 13 to be alternately turned on and off, a load circuit 15 having a resonance inductance and a resonance capacitor to apply a high frequency AC current to a discharge lamp with the alternate switching operation of the pair of switching elements in the switching circuit, a lamp current detector 19 for detecting the lamp current flowing in the discharge lamp in the load circuit, and a controller 18 for controlling the pair of switching elements to do the switching operation so that the lamp current detected by the lamp current detector is at a constant specified value in a dimming operation mode and to operate on a specified frequency to keep the lamp current constant in a full lighting operating mode.
