PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device capable of reliably determining the start of a discharge lamp, and to provide a luminaire in which the discharge lamp lighting device is arranged. SOLUTION: The discharge lamp lighting device 1 has a control circuit 7 for controlling so that voltages V1, V2 across both the ends of the discharge lamp 5 in two different specific phases A1, A2 of switching are detected at each fixed time when a starting voltage is applied, and transition to control in lighting is made when the two detected voltages V1, V2 are compared and a relation in a level is reversed.
