Disclosed is a liquid actuator which is formed as a structure wherein two or more electrically separated electrode portions (13a, 13b, 113a, 113b) are formed on one or both sides of an electrolyte layer (14, 114) which holds a liquid, and a porous water-repellent layer (12, 112) is formed on the outer surface of at least one electrode portion. The liquid actuator changes the wettability of the structure surface by applying a voltage between a plurality of electrode portions including the electrode portion (13a, 113a) provided with the water-repellent layer (12, 112) and regulating the voltage applied thereto.
