<p><P>PROBLEM TO BE SOLVED: To perform normally a connection of a returning call generated on an SIP server and manage call control at a central server in a concentrated manner to implement controls of charging, traffic or the like only in the central server when the central server for relaying connections of a plurality of the SIP servers is installed in an IP centrex network mounted with the SIP. <P>SOLUTION: When a returning call has been generated where a message transmitted to a target by a self server is transmitted from the target in the same section and besides the other transaction, each of different remote targets is decided by handling one session as two sessions in the SIP server to establish the connection of the returning, and besides a message transmitting destination based on the same Request-URI is routed to different directions to a previous-stage device and to the enterprise.
