PROBLEM TO BE SOLVED: To provide an information processor, an information processing method and an information processing program, capable of reducing network traffic or a load of the whole system. SOLUTION: In a server device 104, when transmitting a message to a terminal device, a transmission condition of the message is set (steps S102, S103 in Figure 5 and Figure 9), it is distinguished whether presence information stored in a storage part 407 and the set transmission condition of the message accord or not (steps S107-110 in Figure 9), and the message is transmitted to the terminal device when the presence information and the transmission condition of the message accord (step S111).
