PROBLEM TO BE SOLVED: To inexpensively and stably provide a cold-rolled steel sheet which has high inner hardness and further excellent property in nitriding treatment of a steel sheet surface. SOLUTION: This manufacturing method includes heating a steel sheet after having been cold-rolled at a temperature of 300°C or higher but lower than a recrystallization temperature of the steel sheet to control the amount of C sticking to the surface of the steel sheet to 50 atom% or less and the amount of Si to 40 atom% or less.
