The device has a blow generating device (3) with openings arranged in the form of a satellite. Pipes (11) are provided in the middle of the satellite. Middle area of the pipes is connected with an air supplying device via an air duct. A free space between distilled water of a container (1) and the container`s inner wall is connected with an air intake channel (7) of a combustion device via an exhaust air duct, to acquire oxygen ions. An electrode, the air supplying device, a sensor (6) and the liquid level measuring device are connected together with a control device (8). The container is provided with a liquid level measuring device (5) for the distilled water.
