PROBLEM TO BE SOLVED: To provide a manufacturing method for a film which is excellent in solvent resistance, water resistance, scratch resistance, and blocking nature, and to provide the film. SOLUTION: The manufacturing method for the film comprises: applying a liquid comprising polyvinyl alcohol having the saponification number of at least 96 mol% on at least one side of a plastic film base; and drying at a temperature of 165-230°C to form a protective layer.
