A hybrid electrical energy storage system includes a first electrode(1), a second electrode(2), and an electrolyte/separator(3). The first electrode(1) has a first electrode layer(101) formed on a first current collector(102). The second electrode(2) has a second electrode layer(201) formed on a second current collector(202). The first electrode layer(101) includes a graphite. The second electrode layer(201) includes activated carbon and lithium metal oxides. The first electrode(1) stores energy by a redox reaction. The second electrode(2) has a redox reaction in lithium metal oxide material and an electrical double layer reaction by the activated carbon at the same time.
