<p><P>PROBLEM TO BE SOLVED: To provide a three-dimensional map simplification technology capable of simplifying building data so as to enhance user's visibility, and also capable of reducing storage capacity for holding the three-dimensional map. <P>SOLUTION: A three-dimensional map simplification device includes: an importance calculating means 12 for calculating the importance of each element constituting a three-dimensional map image; a grouping means 17 for dividing elements arranged on the ground and whose importance is smaller than a prescribed threshold into groups so that the elements adjacent to each other belong to the same group; and an element combining means 18 for combining elements belonging to each group to make one combined element. As to less important elements, by combining a plurality of elements to make one element, the number of meshes of the element in the three-dimensional map image can be reduced.
