<p><P>PROBLEM TO BE SOLVED: To prevent duplicate retransmission of a packet which already passed to a receiving side device. <P>SOLUTION: If a reception confirmation packet 5 is detected by a reception confirmation packet detection means 1a, the reception confirmation information 5a is stored in a reception confirmation information storage means 1c by a reception packet management means 1b. Then, if data packets 4d, 4e retransmitted from a transmission side device are input in a congestion control network repeating device 1, a received packet discrimination means 1d discriminates that the data packet 4d is not received, and the data packet 4e is already received.
