PROBLEM TO BE SOLVED: To provide a polarizer which has a high polarization splitting ability and has such a high performance that a wavelength band shift does not occur, and to provide a photonic element used in the polarizer. SOLUTION: The polarizer comprises a first dielectric and a second dielectric made by forming and arranging any of two-dimensional square lattice structure, two-dimensional triangle lattice structure, three-dimensional simple cubic lattice structure, three-dimensional body-centered lattice structure and three-dimensional closest packing lattice structure, wherein at least one side of the first dielectric and the second dielectric has anisotropy in refractive index. When the axis having the largest difference of refractive index between the first dielectric and the second dielectric is set to be a first axis and the axis vertical to the first axis is set to be a second axis, a difference of refractive index between the first dielectric and the second dielectric along the first axis is larger than 0.05 and a difference of refractive index between the first dielectric and the second dielectric along the second axis is smaller than 0.05.
