PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based film excellent in cold water solubility, and also heat-sealing property (heat-sealing strength and the solubility of heat-sealed part), chemical resistance and flexibility after preservation for a long period. SOLUTION: This polyvinyl alcohol-based film being dissolved with 20°C water within 3 min is provided by containing (A) a polyvinyl alcohol-based resin containing 1,2-glycol bond in its side chain and (B) a polyvinyl alcohol-based resin [except for the (A)] and satisfying: 1≤A×G/(A+B)≤15. Provided that A, B are each a weight percentage of the polyvinyl alcohol-based resins (A), (B) based on the total of each of the polyvinyl alcohol-based resins; and G is the amount of 1,2-glycol bonds (mol%) in the side chain.
