<P>PROBLEM TO BE SOLVED: To provide a double safety card with double safety countermeasure, and a use system of the double safety card. <P>SOLUTION: The double safety card includes a light sheet layer 1 wherein a card is coded by combination of a conductive path and non-conductive path with many optical waveguides arranged planarly in parallel. A two-dimensionally coded fingerprint of a card owner is written in a two-dimensional code layer 14. Furthermore, a recording medium in which content can be changed is integrally and inseparably laminated.
