<p><P>PROBLEM TO BE SOLVED: To provide a lightweight, inexpensive and easily handleable porous integrated matter of multi-staged collapsing type, and a water quality improving method using it. <P>SOLUTION: This water quality improving material comprises a porous powdery matter A holding microorganisms in an activated state, and a binding substance B binding and fixing the porous powdery matter A. The porous powdery matter is bound and fixed from a central part toward the outer circumference by a binding material, forming integrally molded multiple porous matter layers 20, 21, 22, 23 of stacked structure.
