PROBLEM TO BE SOLVED: To save a paper sheet and to allow a roll paper sheet to be cut in a state to be easily usable by any person by solving the problem that a work performed by a commoner as a common work becomes the very inconvenient and difficult work for an infant, an aged person, or a physically disabled person when the work of cutting and folding toilet paper sheet, etc., requiring the usage of both hands, is generated before the usage of the paper sheet concerning a present situation where the toilet paper sheet of the roll paper sheet is diffused in most toilets. SOLUTION: The toilet paper sheet (the roll paper sheet) is put through a laterally-facing U shape bar, and drawn out downward by not less than 20cm. A handle is rotated by hand, so as to roll up the roll paper sheet. When the roll-up is performed by arbitrary thickness, the lid of a toilet paper sheet attachment unit is pressurized, so as to stop the movement of the toilet paper sheet, and the handle is rotated, so as to separate the paper sheet at a perforated line.
