PROBLEM TO BE SOLVED: To provide a vehicle integrated controller for performing control at the optimal timing under the consideration of a difference between the responsiveness of an engine torque and a gear stage. SOLUTION: In a vehicle integrated controller which is applied to a vehicle loaded with a power train constituted of the combination of a driving source and a transmission, a control target value F1 is primarily generated based on the request of a driver or an automatic driving device, and intermediately generates two control target values F1<SB>EGN</SB>and F1<SB>TM</SB>whose values are different from each other with the same physical quantity dimension with that of the control target value F1 based on the control target value F1, and finally generates control targets (target engine torque, target gear stage) with the physical quantity dimension or format suitable for the control of a driving source and a transmission based on the intermediately generated control target values F1<SB>EGN</SB>and F1<SB>TM</SB>, and controls the driving source and transmission for the finally generated control targets.
