PROBLEM TO BE SOLVED: To provide a surge absorber having small size, by reducing the number of components used and which is capable of reducing a manufacturing cost, and to provide its manufacturing method. SOLUTION: This surge absorber is provided with a pair of linear trigger electrodes 3, having tips arranged facing each other via a discharge gap 2; a pair of main discharge electrodes 4, respectively connected to the base ends of the trigger electrodes 3; a glass tube 6 for enclosing, in its inside along with an enclosed gas 5, the pair of trigger electrodes 3 and main discharge surfaces 4A that are the surfaces of the pair of main discharge electrodes 4 facing each other.
