A fixed type apparatus for generating a rotation force is provided to generate a torque by using an ejection pressure of a high pressure air or a high pressure vapor. In a fixed type apparatus for generating a rotation force, a cylindrical type rotation disk(10) has a plurality of air inlet ports formed at an equal space along a peripheral direction. A plurality of receiving grooves(21) is formed on a fixed disk(20) at an equal distance. The fixed disk is fixedly connected to a disk holding rod(24). An ejection horse(23) is received at the receiving grooves and is operated by an operation source of a high pressure. And, an operation source supplying unit(30) supplies the operation source of the high pressure to the ejection horse.
