PROBLEM TO BE SOLVED: To provide a method for producing a microcapsule, in which the diameter and shape of the microcapsule can be made uniform, a wall of the microcapsule is not damaged, a liquid material does not remain in the microcapsule, a fine particle is capsulated at an excellent capsulation rate, the fine particle does not causes agglomeration or fixing and the responsiveness of the colored fine particle can be kept high, and to provide the microcapsule, a picture display medium using the microcapsule and a picture display device using the picture display medium. SOLUTION: In the method for producing the microcapsule, the wall of the microcapsule is formed by subjecting a polymerizable monomer to a radical polymerization reaction on the interface between an oil-soluble solvent and an aqueous solvent, and the solvent capsulated as a core material is removed by a decompression step of reducing the pressure of the microcapsule to≤100 Pa in order to produce a hollow microcapsule.
