SOLUTION: A wave number absorbance-by-commodity housing part 101 houses a plurality of spectral analyzing result containing a wave number value, which is determined by the spectral analysis of an inspection target and the absorbance value in the wave number value. A canonical form discriminating and analyzing formula forming part 108 forms a discriminating and analyzing formula capable of discriminating a commodity by spectral analysis on the basis of the spectral analyzing result and the sorting result of the wave number value to be stored in a canonical form discriminating and analyzing formula housing part 109.
