DETERMINING METHOD OF FILTERING STRENGTH, MOVING PICTURE CODING METHOD, AND MOVING PICTURE DECODING METHOD

PROBLEM TO BE SOLVED: To provide a determining method of filtering strength capable of determining optimum filtering strength even if prediction coding for referencing two pictures are employed, and to provide a moving picture coding method and a moving picture decoding method.

SOLUTION: A moving picture coding apparatus includes: an inter-pixel filter 114 comprising filters A114a, B114b, C114c and D114 with different filtering strength that eliminate block distortion being high frequency noise around a border between blocks by filtering decoded image data; and a filter processing control section 110 for determining the filtering strength of the inter-pixel filter 114.
