PROBLEM TO BE SOLVED: To provide an electrolyte and battery enhancing high-temperature storage characteristics. SOLUTION: A separator 23 is impregnated with the electrolyte. The electrolyte contains 4-fluoro-1,3-dioxolane-2-on and a minute amount of 4-chloro-1,3-dioxolane-2-on. The content of 4-chloro-1,3-dioxolane-2-on in the electrolyte is preferably 5-8,000 mass ppm.
