PROBLEM TO BE SOLVED: To provide a decorative panel which is obtained by sticking a decorative sheet using a paper quality substrate on plywood, is excellent in smoothness, and has a high grade feeling. SOLUTION: The decorative sheet comprises a pattern layer and/or a colored layer and a surface protecting layer on a substrate. In the decorative panel, the decorative sheet in which the substrate is made of a paper layer comprising a plurality of the paper quality substrates and a resin film held by the paper layer is stuck on the plywood.
