A plasma display apparatus, a plasma display panel, and a manufacturing method thereof are provided to improve an exhaust characteristic and a discharge characteristic by forming differently barrier ribs of a discharge region and a non-discharge region. A plurality of row and column barrier ribs(610a,610b) having different height are formed in a discharge region(A) of a panel. The plurality of row and column barrier ribs having the same height are formed in a non-discharge region(B) of the panel. The height of the low barrier ribs formed in the discharge region is lower than the height of the column barrier ribs formed in the discharge region. The height of the low barrier ribs formed in the discharge region corresponds to 70 to 80 percent of the height of the column barrier ribs formed in the discharge region.
