<P>PROBLEM TO BE SOLVED: To provide a fuel cell system of low cost and high safety. <P>SOLUTION: In an evaluation device of a fuel cell (the fuel cell system) evaluating the fuel cell generating power with the supply of fuel gas (hydrogen gas) and oxidizing gas as reaction gas, a piping of the fuel gas is to be of a double tube consisting of an outer piping 16a and an inner piping 16b, and the fuel gas is circulated inside the inner piping 16b.
