PROBLEM TO BE SOLVED: To provide a pneumatic tire which improves riding comfort characteristics and drivability without increasing any rolling resistance, and its manufacturing method. SOLUTION: In the manufacturing method of the pneumatic tire, the tire has a complex elastic modulus E*a of a tire circumferential direction in a base tread, measured at a temperature of 70°C and a dynamic strain of 2%, of 3-6 MPa, and a tanδof 0.05-0.1. The method comprises (A) a process of extruding a rubber sheet having a thickness of 1 mm or less from a rubber composition comprising diene rubber containing syndiotactic-1,2-polybutadiene, and (B) a process of laminating the rubber sheet extruded in the process (A) to make the base tread.
