A flat fluorescent lamp and a display device having the same are provided to reduce a start voltage and a sustain voltage by adding a cesium compound to an adhesive member. A lamp body includes a first substrate(210) and a second substrate(220). A discharge space is formed by the first and second substrates. A protective member(280) is formed on an inner surface of one of the first and second substrates. The protective member includes a cesium compound. The cesium compound includes one of Cs-O, Ag-O-Cs, Sb-Cs and Ag-Sb-Cs. A first electrode(310) is formed on the first substrate. A second electrode(320) is formed on the second substrate.
