A device for inputting Chinese characters in consideration of basic letters and an inputting method thereof are provided to input strokes in basic letter unit according to characteristics of a Chinese structure when Chinese characters are inputted, thereby quickly and easily inputting the Chinese characters through stroke input. A memory stores Chinese character data consisting of at least more than one Chinese character. An input window processor(123a) displays at least more than one Chinese character input window divided according to positions of basic letters that constitute random Chinese characters, on a screen, and inputs strokes in basic letter unit. An input window decider(123b) decides on a Chinese character input window selected to input a stroke in basic letter unit, among the displayed input windows. A Chinese character extractor(123c) extracts a Chinese character, included in the position of a basic letter where the stroke inputted on the selected input window is equivalent to the corresponding input window, from the Chinese character data.
