A disaster management system and a method thereof, and a digital set-top-box having a disaster management program are provided to use the digital set-top-box as an integrated information display apparatus in a normal time, and output information about the emergency on the screen and execute the disaster management program in an emergency situation. A digital set-top-box(100) includes a broadcasting signal receiver(110), an integrated information output unit(120) storing integrated information inputted by a manager and displaying the integrated information on the screen of a designated display unit(200) in response to an external control signal, an advertisement output unit(130) storing advertisement information and displaying the advertisement information on the screen of the display unit in response to an external control signal, and a disaster management unit(140) storing disaster management information and displaying the disaster management information on the screen of the display unit in response to an external control signal. The digital set-top-box further includes a switching unit(110) for inputting information output from the broadcasting signal receiver, the integrated information output unit, the advertisement output unit and the disaster management unit to the display unit in response to an external switching signal, and a controller(170) for allowing the manager to select information displayed on the screen of the display unit, outputting the switching signal to the switching unit at the request of the manager to output corresponding information to the display unit, and controlling the disaster management unit when an emergency signal is received to display disaster information on the screen of the display unit.
