<p><P>PROBLEM TO BE SOLVED: To ensure the quality of a flow once received, until the flow finishes. <P>SOLUTION: A capacity value BWh at which H-class packets are not thrown away and a capacity value BWmh at which M-class packets are not thrown away are provided, with respect to a circuit capacity. When the sum of the size of a packet in course of communication and the size of a new packet is not larger than the capacity value BMmh, the new packet is received regardless of its class. When the sum (total flow) of the size of the packet in course of communication and the size of the new packet exceeds the capacity value BWmh, the new packet is not received and thrown away if it is an M class.
