Provided is an ozone generating apparatus having a return hole and a ceramic outer tube, thereby increasing life of a ceramic electrode plate by protecting the ceramic electrode plate in a sealed state. The ceramic electrode plate(20) is installed between an inner tube(22) and a middle tube(24) disposed on a coaxial cable, and both end portions of the electrode plate are sealed by adhesives. Cool air for cooling heat generated from high pressure electric discharge is supplied to one end portion of an inner portion of the electrode plate via a return hole, and the cool air is returned to the other end portion of the inner portion of the electrode plate. A metallic electrode pipe(40) is inserted into the return hole. A ceramic outer tube(32) is installed on a heat sink(30), and maintains a constant interval with an outer diameter of the middle tube of the electrode plate.
