A method for transmitting incomplete short messages is provided to enable incomplete short messages which reach a time of abandonment to be stored in an SMS(Short Message Service) call keeper server interworked with an SMSC(SMS Center), so that the messages can be transmitted without being abandoned until a receiving-side terminal can receive the messages. When an incomplete short message which has not been transmitted to a receiving-side terminal(70) is received from an SMSC(30), the incomplete short message is stored(S10-S90). If the receiving terminal(70) is in abnormal state, the terminal state is re-inquired at preset certain time intervals, and if the receiving terminal(70) is in normal state, transmission of the incomplete short message is requested to an MSC(Mobile Switching Center)(60) where the receiving terminal(70) belongs(S100-S120). If a response informing that the incomplete short message is transmitted to the receiving terminal(70) is received, a process for the transmission of the incomplete short message is terminated(S130-S150).
