A plasma display panel is provided to induce stable discharge by leveling charge characteristics of discharge cells having different phosphor layers. A first and second substrates(10,20) face each other and include a plurality of discharge cells(31R,31G,31B) formed therebetween. Phosphor layers(32) are formed within the discharge cells. A first electrode(21) is formed between the first and second substrates in order to surround a part of the discharge cells. A second electrode(22) is disposed from the first electrode to a vertical direction of the first and second substrates in order to surround a part of the discharge cells. A plurality of dielectric layers(11) are formed between the first and second substrates in order to cover the first and second electrodes and define the discharge cells. The dielectric layers for surrounding the discharge cells having different phosphors have different dielectric constants.
