An apparatus and a method for forming a metal pipe are provided to easily fabricate a street lamp pole of which external appearance is easily controlled by forming convex portions on an outer surface of the street lamp pole, thereby making it difficult to adhere leaflets and the like onto the street lamp pole and enabling the leaflets and the like to be easily removed, and a metal pipe produced by the method are provided. An apparatus for forming a metal pipe comprises: a supporting frame(1) comprising at least four vertical supporting parts(1a,1b) and a horizontal supporting part(1c); a lower base(2) fixed to a lower part between the vertical supporting parts; bottom molds(3) arranged on an upper portion of the lower base to hold the outer diameter of a pipe to be formed into a street lamp pole; an upper base(5) connected to a pair of liftable-and-lowerable cylinders(40a,40b) through a pair of cylinder rods(4a,4b); top molds(6) installed on a lower surface of the upper base to hold the outer diameter of the pipe to be formed; a pair of drive cylinders(7a,7b) fixed to the supporting frame and operated by a hydraulic pump; first and second fixing parts(8a,8b) of which one end are connected to the pair of drive cylinders, and of which the other ends are separably connected to both sides of the pipe disposed between the top and bottom molds; and a pressurization means for applying pressure into the pipe to be formed through the first and second fixing parts.
